From its inception in the days following World War II, RAND has focused on the nation's most pressing policy problems. High-quality, objective research on national security became the institution's first hallmark. In the 1960s, and in the same spirit, RAND began addressing major problems of domestic policy as well. Today, RAND researchers operate on a uniquely broad front, assisting public policymakers at all levels, private sector leaders in many industries, and the public at large in efforts to strengthen the nation's economy, maintain its security, and improve its quality of life. They do so by analyzing choices and developments in many areas, including national defense, education and training, health care, criminal and civil justice, labor and population, science and technology, community development, international relations, and regional studies. The RAND Graduate School offers a doctoral degree in policy analysis and provides focus for other advanced training programs.

The Consumer Network was founded in 1993 by mental health consumers in Greater Cincinnati, and is funded by the Hamilton County Community Mental Health Board. The Consumer Network publishes a consumer written and edited newsletter, the Consumer Network News, which is published monthly. The Consumer Network also is involved in mental health system advocacy on behalf of consumers and operates the 24-hour-a-day Warm Line, which is staffed by consumers for consumers.

A new project of the Consumer Network is the Recovery Initiative, which had its grand opening in late February, 1996. The Recovery Initiative was funded in large part by the Ohio Department of Mental Health, with additional funding from the Hamilton County Community Mental Health Board. The focus of the Recovery Initiative is to promote a recovery-based model of mental health, with consumers offering their own experiences to work on a peer basis with other consumers. This model includes consumer-facilitated peer support groups, called Sundial groups; free access to computers and Internet information; a lending library of books; video and audio-tapes. A current project is a public art show in late October, funded entirely through corporate and private donations.

Among other projects, Regenstrief has developed one of the earliest electronic medical record systems and has created the only citywide electronic medical records system in the US, giving emergency departments access to clinical information about a patient's previous care at 18 participating hospitals.
